Two different kinds of crack
Weather damage looks like surface scaling and spalled faces, spread across the exposed elevations of a stack. Without much freeze-thaw, California sees far less of it than the northeast does.
Movement damage looks different. It is a single crack running diagonally in steps, following the mortar joints, or a clean separation where the chimney meets the wall. That is the structure telling you it has shifted, and on a pre-war unreinforced stack in seismic country it is the finding that matters.
Why the distinction decides the job
Weather cracking is repointed and that is the end of it. Movement cracking is repointed only after the movement has been understood, and frequently the correct work is a seismic retrofit rather than a masonry repair.
Stucco hides everything
A great many California chimneys are stucco over brick or block, which means the masonry condition is unknown until the render cracks or sounds hollow. Tapping it and putting a camera in the flue tells you more than looking at the outside.
Repointing and rebuilding
Repointing rakes out failed mortar to a sound depth and replaces it, and it works while the brick is still good. Rebuilding takes the stack down to a sound course and lays it again, which is what is needed once faces have gone or the stack has moved.
Rebuild in reinforced masonry
Where a California stack is rebuilt, it should go back with reinforcement and a proper tie into the framing rather than as another unreinforced stack. Rebuilding it the way it was is a missed opportunity and, in seismic country, a poor one.
Access and cost
Tile roofs complicate access considerably — tiles break underfoot and have to be lifted and relaid. Ask for access to be itemized so quotes compare honestly.

Is my crack movement or weather?
A stepped diagonal crack following the joints, or a gap where the chimney meets the wall, is movement. Surface scaling spread over a face is weather. An inspection should say which plainly.
Can I just repoint a stepped crack?
Only after understanding why it moved. Otherwise it reopens, and on an unreinforced stack the underlying issue is a safety one rather than an appearance one.
Our chimney is stucco. How do we know what is underneath?
Tap it — hollow means the render has debonded and water has been behind it. Beyond that it takes opening a patch or putting a camera in the flue.
How long should repointing last?
Twenty to thirty years with matched mortar on a stable structure.
Should we rebuild or remove?
If nothing vents into the chimney any more, removing above the roofline is legitimate and often cheaper. If something does, rebuilding in reinforced masonry is the route.
