Why the builder-fitted cover fails
Where a chimney is a framed clad chase rather than masonry — which is most California housing built since 1980 — the top is closed by a sheet- metal cover with a collar around the flue pipe. Builders fit flat galvanized because it is cheapest.
Flat is the problem. Water stands in the middle rather than running off, and standing water corrodes galvanized steel from the top down. Once it perforates, water goes into the chase onto framing and insulation, while the only visible sign is staining outside.
Stainless with a cross-break
A shallow ridge pressed into the sheet forces water to the edges. With stainless it removes both failure modes at once.
The collar is where many leak
A proper collar with a storm seal seals where the flue pipe passes through. A bead of silicone does not.
What the staining tells you
Rust runoff is a late symptom. By the time it shows on the stucco the cover has held water for years and has probably perforated. What matters is what has been happening inside the chase.
Look inside before recovering
Water in a framed chase wets framing and insulation with nowhere to dry, and on a stucco-clad chase it debonds the render from inside.

Marine air accelerates it considerably — a galvanized cover within reach of salt can fail in a handful of years.
